Well, they do. Dorastor, I think, or perhaps Lords of Terror, says that when a scorpionman is reborn, through the Ritual of Rebirth, he is intelligent and powerful, but after a few generations, scorpionmen revert to almost animalistic low-intelligence creatures.
And they lay eggs! Scorpion Hall has examples of Scorpionman eggs in a nest.
