I agree, as I said in my earlier post.

The power of Kolatings is limited during the Fimbulwinter, in that there are no longer any spirits around for them to gather, communicate with, and so on (save the ones already bound to them). Now, I agree with you that that's a far cry from Kolat having lost his power, but some people do seem to interpret it rather more dramatically. Hence the confusion.
